First I'd like to apologize to the MD community for not seeing this post when it could have mattered.

In early 2007, Galligher was accepted into Win Tech and over the next two months he participated in most ops and worked hard to make the corp isk. He was subsequently given access to all corp assets excluding BPO's and within that week we had been cleaned out.

I can confirm he has 4 main characters, I can't recall the fourth but I will find out and post it.

So as a lesson learned (myself included), never give more than a bil to an MD newb. This guy is now set for pretty much life really. Just re-invest the 15bil, and live off the dividends. Even in an EBANK account, 15bil is 225mil per month at 1.5% interest.

Interesting.. so what are the criteria for ebank seizing your deposited isk? You have to have scammed an IPO?

What if you scammed your corp, or scammed on contracts?

I looked through the ebank terms and conditions (admittedly, I just skimmed them) and didn't see anything there saying that known scammers would have their isk confiscated - except in the 'conclusion' section, and I read that as ebank taking action against scammers that have used ebank as part of their scam.

I don't, haven't, and won't scam, but I'd feel very nervous keeping my isk in a bank that can decide that I'm a scammer and seize my deposited assets

I need to clarify this statement. galligher was given access acces to pilots hanger and wallet. was not given access to bpo's.

Why nobody contacted previous corps he was a member of is beyond me. I emailed corps he joined for about 6 months after corp theft to inform them they had a theif in their midst. At some point, i stopped.. think it was due to him joining a pirate corp.

anywho, peeps... check employment history.

Anyways, to the topic at hand. At the very least, it's laudatory for the simple reason that he obviously put a fair amount of work in the intial IPO, and that at least deserves some credit. Whether or not he deserves praise for pulling the scam itself off is something else - naturally, those who invested in it would be a little peeped off.

Whilst you might not value the simple inherent beauty of his MS Paint image, I and others do, and it perfectly encapsulates the reaction it generated out of the likes of you, good sir :)

Nah this is none currently. That's why I said "do what I can". It would require speaking with the board and trying to convince them to let me squash the vermin scammer etc.

Frankly if someone does scam and then invests the cash with someone else, they have no recourse complaining about getting scammed. An obvious scam like this shows without any real doubt that it is a scam. Obviously something that wasn't quite as easy to determine wouldn't have the same rules apply. I have never been a fan of calling or determining something a scam until all other possibile reasoning has been removed.

I'm going on the record of AS saying, "Unless it were handled very professionally, with the strictest of guidelines, I foresee problems." I'm not saying it's all bad, or that it couldn't work. I'm just saying I'd hate to see it done poorly, or even mediocre-ly (is that word?).

I agree. It would be nice to know where the line is drawn. Lets say someone puts up a Raven on contracts as a CNR. Does that mean they forfeit their ebank isk? What if they put up say, a cap recharger 2 for 1bn isk? Who decides what's a scam, and where is this listed in ebanks terms and conditions?


What if, say a GHSC member deposited isk in an ebank account - is that isk forfeit too? What about an ev0ke member? Their alliance was involved in the big POS exploit - does that mean ebank keeps their isk?

As Stardust CEO said, it's a slippery slope, and I for one am not comfortable keeping my money in an institution like that.


And, since it was brought up further down the page - I am going on record saying that if I was scammed I would not want ebank taking the scammers isk. Wylker got me for a bit during the PSI IPO. If he had any isk with ebank, I would not think that ebank was justified in keeping it. Scamming a scammer still makes you a scammer too, and confiscating people's isk when you don't have a published policy saying that you will do so is a scam as far as I'm concerned.



edit: I hit submit before I saw that Ricdic replied. I appreciate the answer, but if taking scammers money is something that ebank would consider doing, I think it should be added to the terms and conditions.

It not an EBANK statement, I said I would personally do everything in my power to try and ensure the scammer couldn't finalise banking services with us.

It's not a matter of deciding scam on the fly. Look at the facts:

1) Person posted business plan for X amount of cash
2) Person recieved X amount of cash
3) Person had good communication until all cash recieved
4) Deadlines on reports and dividends have been thoroughly exceeded.
5) The OP has been sighted ingame and has rejected all convo's
6) The OP fails to answer evemails sent to him.
7) An old CEO has just shown advising the OP was responsible for scamming his corporation.

The next step I hope Kazuo does is a complete listing of everything on this galager punk. All his API data, every one of his alts names, their balances, their locations in space, their assets, journal/transaction histories linking those accounts to other accounts, the whole works. Add all his scamming characers to the Fitz wall of scammers and maybe one day people will stop and research before blindly investing.

Stardust, I will say this. Whilst EBANK (the entity) has no official word on this situation let me personally warn you or anyone else that if you are a scammer, don't come near us. We want absolutely nothing to do with you and will burn you to the ground if given the chance.

That's not to say EBANK would act on an evemail from a person or anything like that, we never will. Something like this however, a publicised scam that just happens to be hurting the secondary market that we try so hard to help support, and well there's every possibility the ebank board decide to make an example of you. (we care far more about the secondary market than we do about the feelings of a scammer).

I believe that this case is an amazing example of a sure scam. He might as well dance around yelling, "I scammed you!" and put it on YouTube. Most cases, however, don't seem so cut and dried.

In this case, and on other case by case instances like this one, I wouldn't mind seeing the investors get paid back with whatever EBANK was holding of this guy's. What worries me is what that could lead to. It's not that i don't trust EBANK to handle it professionally, just that it's in my nature to question where slippery slopes end.

Edit - Yeah it would probably need to be in the terms of service agreement. And how do you address the issue of a contract scammer with an EBANK account? Does his isk get confiscated? It's just a bad road to walk down.

Contract and personal scammers have nothing to do with us. But if someone screws with the secondary market, that's when we will discuss ways to deal with it. Again, it would all be discussion related, I don't have the power to simply take their cash and redistribute, it would require our board to officially accept taking this course of action (similar to a case where we hammered someone trying to sell isk through EBANK)

Honestly that assures me even more of the isk I place, or rather the isk from people that trust me I place into Ebank that much more.

It takes balls to put your reputation, especially one so large as a CEO of one of the largest financial entities in EVE, on the line like that.

Putting your money where your mouth is, that's where the line in the sand is drawn here at MD.

Does this mean that having an account with EBANK with a decent balance in it could become a form of security? Or would the scammer just withdraw their isk from ebank the day before they run off? If so, could a spontaneous withdrawal of isk from EBANK by an IPO/Bond offerer be considered a red flag?

At this point no. We don't have the capacity to micromanage people who want securities held within EBANK.

However I should point out that anyone as the ability to use EBANK as a collateral fund. Lets say you start a new IPO and want to place 500m as collateral. Have Kazzac (as guarantor) open a shared account and give you deposit level access. You can then wire the funds there and they are now formally secured and you can still see them there.

At this point Shared accounts don't gather interest but this should be changing very shortly. The interest rate may not be quite as much as a standard account, however it's the perfect portal for securities or even corporate/alliance entities wanting a way to formally handle their payroll systems, save for that new Titan etc.

I doubt EBANK will do anything.

If they want a good product they have to be like a Swiss bank.
They might not like their clients but they have to keep the information confidential and provide the service.

They do have a right to not create a bank account for a known scammer, or kick a scammer out with his/her cash.

If EBANK can "Nationalize' accounts that would set a a bad precedent.
