I know if you have standings, you can anchor POS's in space all the way up to .7. I noticed when info'ing a moon harvester it said .4 in its security restriction. Does this mean they can' be used in .4's if you have the standings to put up a POS there?

Yes.

Its strange because you don't see this very often, not many .4 POS's at all really.

not strange... .4 is like the worst location for a POS insomuchas:
1) You cannot mine the moon
2) You CAN be attacked without a wardec

At least in .3< you can make it worth your while to be randomly shot at :)

So the second poster lied to me?

I would never say that. I just seem to recall that you can only probe moons and set up mining arrays in systems .3 or less, unless they happened to have changed something.

Well you can certainly probe them :D

Can you? No. Should you be able to? Yes. They also shouldn't need standings or charters, but the way things work right now, 0.4 is pretty much the worst possible location for a POS.

What does it matter that you can't moon mine in 0.4? If you want to do it in low-sec you can go to 0.3 or below.
Having random and incongruous rules on things like this makes the game interesting and helps to increase the gradient of the learning curve. Making things logical and simple would be another step to "WoWernizing" Eve.

Riddle me why having reactor chains in .4 would "WoWernize" EVE?

Last I checked .4 is still open season on a POS

Ok. In the structure description it says 'restricted' 0.4.

This means not allowed in 0.4.

You can NOT moon mine in 0.4.

This is why there are not many POS's there. You need standings, charters, but can't moon mine. The only thing you can do in 0.4 that you can't do in highsec is build dreads and carriers (large ship assembly array says restricted 0.5 ;) ) - note: this will be changed to x-large ship assembly array next week.

Just another 0.0 er that is protecting his cash flow. Don't worry about him.

WoW moon mining would be allowing it in high security :p

0.4 and POSs are really only good for safe's for logistic jumping capital ships.
