Can anyone check is the orca can perma-run a XL shield booster II and invul field II with just one cap recharger II?

are you kidding, right? It shouldnt, this ship is meant for high sec, so a med shield booster if far over the real needs. In any case it realy does not matter since anyone and his alt will fit them with 3xLSEII ( in other words: passive tanking it)

Lets consider it this way:
Rorqual can do everything the orca can do, but better. Can even jump directly to the system instead of being killed by gate campers in the fool attempt to go in a low sec mining op. You CAN bring an orca in low sec.. even in Nullsec, but there is not any valid reason to do that.

The orca come into play where rorquall cannot be. And this place is 0.5+.

Rorqual as wing commander and Orca as squad commander. And a rorqual is a bit harder to replace if something happens to it.

With 46k Hull and ability to use a DCUII its going to be a mofo to gank.
Still, I guess the corps that want to use this had better start their employees down the dead-end road of Remote Hull Repairers Very Happy

Still not really sure what the purpose of this thing is going to be - a bonus to mining links and super tractor beams:
Is it supposed to be a mining-op gathering ship?
Is it an empire mini-freighter?

If a gatherer it needs a tank which it doesn't have. Apart from the gang link bonus any of the Marauder's will do a similar/better job.

Give it a proper focused purpose.

I dunno, it's go the ability to fit an incredible pasive tank if that's your concern. But I agree with the gist of your post - what is it for again?

cant no turret slots and no CPU reduction to them mods however you can fit 2 mining gang links to it and a tractor beam

Me thinks of those hauler drops in 0.0 that takes forever to get the mins back to station. Usually mind numbing enough to leave the minerals or pop the wrecks all together. The top expanded cargo alone could bring in 9,000,000 units of mineral in one run. Considering the need of low ends in 0.0 and the current pricing for some low ends it actually makes sense to have this ship for just that purpose.

May also be useful for the setup and takedown of POS's and keeping them fueled and transporting the moon minerals, advanced material, reactions, etc. back to station. Just some ideas of possible 0.0 usage.

Rorqual can do that. Rorqual is more expensive, but with jump drive you can retrieve hauler spawns that a bit away from station systems.

Besides, a hauler can carry around 30k-40k m3 for less than the orca. More trips but still doable.

I can see this as an option to consolidate mins from pos's to station. Then jf/rorqual/freighter to/from empire. And to distribute fuel. However in both cases this is a poor mans rorqual.
