just a quick checktrough:
-not npc's?
-didn't loot a player wreck or can?
-not at war?
-not in a fleet with someone that was in war?
if its no to all, then please elaborate on the story and also maybe try a petition.
but most of the time it was a legal attack |

Depending on the circumstances, you can lose your ship in high-sec without getting a CONCORD response. Without knowing all the circumstances, it's hard to say whether or not its a bug or just normal mechanics.

Character sheet -> combat log -> losses
Double click on the loss mail.
Did a player or NPC attack you? What was the system name and security status?
By no concord do you mean you sat there and they didn't show up even after 45 seconds or they weren't there when you were attacked? |

Concord's response time varies with the security level of the system, in a 1.0 system they shoot in almost instantly, in a 0.5 system it can take a while for them to respond, sometimes they will have come in after you are already dead and one-shot the offender. |

This. Some gates have like 10 sentry guns+customs ships, in which case even a BC will die before concord shows. If the offender dies before concord shows, concord do not show. |

Not all 0.5 systems have concord.
The only systems that have concord are true 0.5 systems and up BUT since the overview rounds up the true sec stat of a system to the next nearest tenth you may have actually been in a 0.49752765746 system or something like that.
Their is a DB some where with all the true sec stats but I'm lazy tonight.

I think Balle has a true-sec lower than 0.5 (0.49something I think), but it definitely has CONCORD. My one conclusive proof is that I got someone to shoot me without getting the right to do so first, and a swarm of CONCORD ships annihilated him. This was in Balle. |
