Jita, what is the problem... you jump in and... laaag. Why? to much people in Jita! Why that? anybody knows it... Jita is the most important marketplace in EVE. Result: A lot of performance only for Jita and the other marketplaces in EVE like Rens and so on. The solution after my careful consideration is:

Install a Empire Delivery Service.

This EDS works only in Empire.
The delivery works at his maximum over 10 jumps.
The delivery isnt for free. (perhaps percental of the value of goods)
The adress of delivery is always the station you by it.
The EDS Company is a NPC Faction.

The Skills
Condition Skill = Trade IV

1 (Business Reliability ?)
@ 1 = delivery over 1 jump
@ 2 = delivery over 2 jumps
@ 3 = delivery over 3 jumps
@ 4 = delivery over 4 jumps
@ 5 = delivery over 5 jumps

2 (Delivery urgency) Condition Skill = Business Reliability V
1 jump more per Skilllevel

Effekt:
A lot of Players needn´t fly 4 one stupid Item a lot of jumps.
Jita is than a nice Target 4 hollydays in Space.

Good idea. but it might add to the problem of lag. I think that it is better to change the AFK timer. What people do is that they set the autopiot to Jita and go AFK to do their RL stuff. Sometimes they are still AFK even when they are sitting next to a gate.

I bet if you change the AFK timer to 15min to 30, local might drop by 50 to 100 people.
