So what are the ways to protect agains warp scramble?

I know Warp Core Stabilizers, but for me the Targeting Range bonus of -40+ percent is not acceptable. Do I have any other means to protect against warp scramble?

Stabs is the only direct tool against scrambling. And the scan resolution penalty is there to discourage people to use stabs.

But you can use other means: fit ecm modules or ecm drones to jam the agressor and get away in such away, mwd sometimes helps to escape if you can outrun the ship which is tackling you, energy neutrilizers also might work. It all depends on what ship you fly and in what situation. Try to find something that suits you or just try to avoid situations where you think you wont survive.

Nanofiber Interal Structures and Inertial stabs make you align to warp faster. Using those may allow you to get away before someone is able to get a lock on you. Nanos combined with overdrive injectors and a microwarp drive can make your ship go fast...and using that, you can often fly back to a gate/outrun the would be piwat.

Stabs are the only direct counter to scrambling and are indeed built so that they are only useful for ships that need evasion above everything else, like haulers simply passing trough low sec (and even then it is no longer fully viable as there is apparently a warp scrambler mod out that boosts a scrambler to 100 points, although that script can only be fitted on a heavy dictor). The idea was to discourage people from using stabs as an easy way to break from an encounter they forced once the going got tough.

If you are mining, the penalty itself should not bother you much, but the sacrifice of low slots(normally used on miners for CPU upgrades and mining upgrades) will, so you might consider only mining in low sec as part of a large well protected mining operation.

If you are ratting or missioning, your best escape is a cloak and a healthy dose of paranoia. Keep your ship aligned to your safespot and fit a cloak in one of your spare highslots. Don't wait for pirates to warp into your mission. Safespot and cloak the moment you see someone in local who you suspect to be a pirate (when in doubt, assume ANYONE you don't know is after you).

If you are pirating/anti pirating yourself, speed and/or EW are you best way out. Also fly in packs so you won't have to run as much and can rely on your buddies to provide the EW if needs be.

While it's not as critical as with weapons - the Stabs cut the range on Miners as well.

Thus - if you are jet canning - you'll need to move the can about twice as often because of the range limitations.
