When you kill someone, or when you die, you receive an EVE-Mail detailing what you lost, the system, who was involved, etc. People then take these mails, and post them onto their killboard. If you don't put it there, it doesn't show.

Some killboards also have the ability to get information from other killboards and to take kills and losses from them as needed in order to make sure all records are kept correctly. Something to do with RSS feeds or some other thingymajig.

For future expansions CCP are also introducing an ingame "killboard" record on your character sheet, complete with more info.

Which will spare you the trouble of having to ask your pleasant enemies for their loss mails when you can't beat the killmail out of the good-for-nothing in your gang that got it. YARRRR!!

*wonders what the world is coming to when you can trust your enemies to divulge their losses more accurately than you can trust your friends to divulge their kills accurately*

Anyway, posting of kill/loss mails is, in case you didn't gather, entirely voluntary. In fact, people not posting their losses is a huge problem with killboards. Three cheers for the in-game KB on the drawing board (or is it in testing already?).

I do believe the dev in charge of it has an early version of it working on a test client version on an internal server, but it's probably very different from the final version.
