I've two thoughts on this...
Point 1 - I'm not exactly sure you want Nos on a ratting ship. NPCs have extremely little cap - I have seen a NPC frigate being empty after a single cycle of a single small Nos. Even if a BC might yield three or four cycles, it certainly won't save your life if you need extra cap.
Point 2 - Why use a tracking computer on a ship with small blasters, which already gets an oversized tracking bonus, and /two/ range bonuses?
The catalyst is blessed with 8 turret slots - use them, and watch carnage unfold! I recommend combining an afterburner with a cap recharger. That should solve cap problems more efficiently than two small Nos, and when you get good skills, the afterburner becomes almost cap-free to perma-run.
For even more carnage, drop the warp core stab for a (named) magnetic field stabilizer. You'll be surprised how much that adds. I was, too, on my first destroyer.
If it is a low sp player in low sec the guy (or girl

) might have trouble keeping it all running, so I would say it is on the right lines.
OP;
My favorite seup is this;
8 ion blasters t2 (light ofc) (can be swapped for t1 if skills do not allow)
Microwarpdrive, web.
Small armour repairer, tech 2 if possible, Energised adaptive nano membrane t2 if possible, and 1 nanofibre for speed.
Use antimatter charges and close orbit range to approx 2km if you can, let rip with guns and watch the rat die in a few seconds.
If you see a player you do not know I would immedietly warp out. Or you could shock him and go after him...
Just be prepared to die a few times.
EDIT; YOu may need to tune this a bit for your skills but it is the most fun setup I have found to date.
