Ok when will it be possible to scan out someone thats cloaked,The fact is safe spoting cloaked and going AFK is common and lame theres no risk cause as it stands its impossible to find a ship in that state,

Reason im writing this is because just recently we have been having Cloaked players(same player)" sitting 24/3 AFK in our HQ system. they wont fight, and when they are at Keys all they do is smack, there needs to be a way to scan out cloaked ships, because using it to smack knowing your all safe is LAME,

My suggestion is bring out a new probe that only works if the targets cloak is active, and requires high skills like covert 5, just so if you want the ability its there but will take time and effort, i mean even if it finds thme but they remain cloaked at least it gives you a little bit of a chance,

CCP you go on about balance and such all the time, but there is no balance to AFK cloaking its the safest thing "unless your a noob and sit in a popular location"

They're no threat to you while cloaked.

If they smack in your local channels all day consistently, then petition them for being abusive and they'll be gagged or even get a short ban.

The easiest fix for this and many other related problems (i.e Jita) would be to add a 20 min timer after which if you are inactive or afk you get booted from EVE and must relog. Simple and easy.

I'm sick and tired of reading post after post where people complain about not being able to probe down cloaked ships. 99,99999% of all the posts assume that these cloakers are sitting AFK. How the heck do you think intel is gathered on POS locations, ship movements, construction, etc.?

There are also people that roam cloaked, looking for easy targets deep into hostile territory.

I'm not saying that people don't go AFK while cloaked. But just assuming that everybody you can't find is AFK, is just plain wrong!

i think most sensible people would define a "AFK cloaker" as someone who is in system 23/7.

The importent parts being 23 and 7.

As to the reason why its overpowered, there was an excelent post kicking around somewhere which discribed it along the lines of.....

If someone is online 23 hours a day but only actuley on keyboard for 4 hours a day, and they are in a HQ system with an average of 100 people in local, then that is four man hours of work that forces 2,300 man hours of increased vidulence and attention and / or different or modified play styles / ship setups / fleet operations etc.

Thats clearley unballanced. Sure intel is vital and any system that fix's "AFK cloaking" should not impeed ligitimate intel gathering, it should take time and effot on the part of those hunting the cloaker, or it should take incrased effot on the part of the cloaker, but as it stands *Indefinate* cloaking is overpowered.

The simple fix to this would be to limit cloaking to one or possibly two hour(s) at a time, then you decloak. You would need to be at the keyboard to cloak for yet another hour. Thus it doesn't hurt those that are gathern intelgance or setting up for gang warps etc etc.
