You need BC as it's the main skill that determines the level of BC you can fly and the bonuses it recieves from "itself", where as cruiser 3 is a prerequisite for BC(not 100% on the reqs atm).

The skills listed under the ship's "required skills" tab ingame, must all be green before you're able to even sit in them, however, just because you can sit in them does not mean you're actually ready for them.

Felt I'd throw something else in...
It's like destroyers, it requires frigate 3 of a race to learn, and it, like Battlecruiser, is universial. MEaning, you only need to learn say, amarr cruiser 3 and bc to get amarr bc, then later get something like minmatar cruiser 3 and get minmatar BC.

This also carries onto some other things, mainly T2 ships, examples: Transport, assault ships, heavy assault ships, intercepters, interdictors, covert ops, recon, etc.

when all the skills on the ships required skill list are green you can sit inside the boat and look pretty. Now look at the weapons and modules you want to fit on it. Once you can use those and have some decent skills in em you can actualy do something usefull with the boat wich is what I would strongly advise you to do before undocking and well ... getting blown up.

I believe you only need BC skill because if you get podded and lose SP you can still board capital ships without BS 5 as long as you have Carrier skill lvl 1, I think anyway

You need the unindented skills green. The indented skills are pre-reqs to the unindented skills and are provided for convenience.

Cruiser 3 is unindented.
