Cao Cao you have some valid points even though I do not agree with the restrictions through the jump gates. In time hopefully jump gate restrictions will be based off ones factions stance with the jump gate owner, but should only be implemented after jump drive technology is introduced. (Continuing with the idea that there are always several ways to a mean).


But the rest of your post about CONCORD response is right on. It truly needs to be a gradient of response represented by the security of the zone. True fully in the end I would love to see actual CONCORD security patrols that can be watched and somewhat predicted. The security of the zone dictates the number of patrols that travel through the system and the strength of the patrol. Engage in a hostile action and the CONCORD patrol has to actually fly there from where ever they are in their patrol route instead of almost instantly showing up. Also need to have a way to allow for localized hotspots to have more security patrols assigned to the area temporary drawing on the surrounding areas patrollers there by decreasing their security rating. This way Pirates can play shadow games with the security forces temporary altering the patrol paths. But would limit there ability to gate camp for extended periods of time.
CONCORD doesn’t like pirate forces and even outside of empire space they could and should make surgical strikes against known areas of constant pirate activity (Still contemplating what there reach should be?). But for CONCORD to do such a strike would require them forming the battle group and warping to the area. Thus Pirates would still be able to hold up jump gates like highway men but would have a window of opportunity before they had to either face the police or run from them.
