no. Only some foreigners (no offence) say 'rat' for read, i've never heard an english person say 'rat' for read.

Queens or the long term unemployed and outdated person (as I like to call her) is not the right way to spk English

by using spk you can understand what the message is and that is what is important

Your point is that there are many many many many dialects, they all differ but are perfectly understandable

Oxford's dictionary is for this weird slang dialect of English called "britspeak."

He's pointing out that the same word is pronounced differently and has contextually different meanings but is written the same. It's a valid point.

read= reed

and

read= red

There's a lot about English that's the way it is simply because it is the way it is. It's actually a mishmash of french, romantic, and nordic/germanic languages that has evolved into it's own language. I don't envy anyone the task of learning it as a 2nd or 3rd language.

The best way to learn a language, especially the nuances of it is immersion. Live in England.

What I mean is English has developed over time from many different sources, and is used as a means to control and establish class relations (thatís another thread). There is no one true source of English as English is not a single language from one source but has developed from many other cultures. What can be defined today will not be proper English in the past (17-18th century) and will be different again in another 100 years. What you mean (I would suggest by proper English) is either the queens (which is just another form) or the most common form of written (like OED), these are strands of or different types of English.
