The reason is twofold. First the deployment was delayed a little due to a problem with a load-balancer. Not a showstopper by any means but rather just something that stalled us for a couple of hours. Months of testing and the forums haven't even been online on the backend.

Because when creating pirate smiley at CCP you need 3 art-development teams. And they will put this in the end of the queue because rewriting 8 pixels in 6 months (iirc from first feedback on old new forums) is impossible and need millions of bucks in budget.
