So, if a hi-sec mining/mission Corp gets war dec'd, but the aggressors don't actually engage, but stay around 10 jumps away, don't answer mails or convos, and have extended the war a second week, is there anything that can be done?

Ok, admittedly they're not actually a threat, but there is always the risk somebody could go out mining and get caught (although actually seeing a war target within 5 jumps would get our members interested).

Any suggestions? When they are online they appear to just be docked afk - it therefore looks like a corp of alts while mains are logged on probably in 0.0 pewpew'ing.

Is this petitionable or just something we'll have to live with?

If they're not a threat then just go about your business.
Still be cautious and watch out for WTs, but the way you put it makes it seem like they're not really going to do anything.

Eve University constantly gets war dec'd by pussies of one-man corps, 5 man corps, etc that hardly/never show up, while the rabid puppies clamor for blood that never shows.

They most probably watch you with neutral alts and wait for you to get unpatient and careless.

Passive-aggressors eh?

Well, if they won't answer to convos or emails, they must be bots. That's all the proof required for macro-miners, amirite?

Report them!

Its not the ones "AFK" docked you ever need to worry about. They will be 0 standing, 0 sec status worthless holder-alts that probably cant even fly a destroyer.

The ones you need to worry about are the neutral probing alt presently scanning you down in the system you are in and their main toon that will join the wardeccing corp 5 minutes before he warps in and engages you.

If someone looks like they are following you, they probably are. Tin foil hats for everyone!

Lamest tactic ever, annoyingly effective. Ive seen it a lot the past couple of months - players with 5-6 alt corps each with 3 wardecs, just looking for targets of opportunity.

Only recourse is wait for them to get bored, or drop additional alt wardecs on your own corp to make them drop it or else they pay through the nose to continue.

Alternatively, fit a big fat faction bait-ship up with backup 2 systems away. That will be a nice surprise for them!

Fly to them and smack them in local.
Fly to them and anchor named cans for AFK smacking.
Name and shame them on forums.

High-sec "leet pvp'ers" have the attention spans of ADHD gnats and can be riled up with but a few choice words .. easy to do but if I were you I'd just keep an eye out and laugh amongst yourselves at the ISK they are burning for no reason.
