Recons are good for catching ratters who do not pay attention, they have a few advantages over one another tho, I will do my best to explain, I am sure someone else will correct or improve on it:

1. Gallente Recons (Damps work 100% of the time, but you have to play just inside your weapons range and outside their new target lock range to take out the target so it's dangerous game of cat and mouse)
2. Caldari Recons (Killing something in a solo Falcon, in a reasonable timeframe before backup arrives, would make you a hero most of the time, otherwise use Rook, it's just not very fast)
3. Minnie Recons (Not really good for solo...)
4. Amarr Recons (Both are excellent solo boats, granted you know their limitations, tracking disruptors, losing their drones, etc., they're relatively slow)

If you want to kill stuff solo in a cloaky ship I highly recommend Amarr or Gallente tbh, I have not heard much about the others over the years, nor seen much of them solo, I've seen more (Falcon/Pilgrim + Other Recon or HAC especially) pairs than anything else to be completely honest.

I lived in Providence for nearly two years, so I have seen all manner of cloaky pirates, trust me.

An AB stealth bomber with the right fit can take on most BS and BC except for a PvP fit Drake or something with heavy nuets unless you have faction point that lets you stay out of heavy neut range (best fit). It can take on slower HACs like Zealots but I would avoid Vagabonds. It can take on most T1 cruisers.

A T3 or a Recon is quite capable of taking on BS and down, pretty much most things if fit right. The best T3 would be the Tengu and Proteus in covert fits personally. The best Recons are definetly Pilgrim and Rapier.

Black Ops are badass stealthy gankers but seriously overpriced and not worth the risk, Redeemer and Panther being the best for that purpose. They also can't warp around cloaked, so you need a Recon or Cov ops buddy to get into position to light you a covert cyno so you can drop someone. Most Black Ops can take on smaller stuff but come up against a properly fit PvP BS and it can barely hold it's own 1v1. Definitely not worth it.

Yes, you can kill things with cloaky ships. Covert Ops: Covert Ops, i.e. the one with scanning bonuses are nearly useless in combat, definite scout.

Stealth Bombers work in reverse in that they equip Siege Missile launchers effective against Battleships. They can launch bombs that deal damage over a large area, but hit bigger signature radii harder. However they have a massive weakness against anything with tracking. Light drones, other frigates, tackle will kill you. Such is the cost of killing a battleship with a frigate. You can solo with a stealth bomber, but must be choosy about your target. Ideally a battleship with large guns and no drones.

Recon ships are meant for more of a support role. One CAN solo if you can use the EWAR to your advantage. For example, the Caldari Rook with ECM bonuses could focus on a single target and stop it from shooting back. However Recon ships are not great for brawling compared to a BC. They all have EWAR bonuses, implying you use them for tackling a target in some manner. So helpful in 1vs1, but they'd be better if the BC was on your side against a third ship. Each Race has one that can use covert cloaks, and a second that is slightly beefier but no covert cloak.

Black Ops are of course battleships, and often superior to Tech 1, but they have a variety of bonuses, some of which push them into support roles. Widows are like giant Rooks essentially. You could solo and overpower many single targets like BC and below. However it's a very expensive ship, and if word gets out that there's a Black Ops looking for a fight, you could get more than 1vs1. Note that Black Ops can't actually warp while cloaked. It move faster that uncloaked interestingly, but cannot actually warp.

Obviously, a Tech III cruiser is going to be expensive and powerful. Equipping Covert Subsystem means a much smaller weapons bonus however. But you could take on a BC in a 1 vs 1, yes. Again it's an expensive ship, shame if you lost it, and thus you could have a whole gang descend upon you if you're not careful.

Stealth bombers are fun but you have to be careful. If you attack a recon or a hurricane, your dead, no arguments. you will NOT beat it.They will tear you apart, as will a HIC, all you will do if you attack a HIC is **** him off. Little els.

Helios, are awesome Cyno scouts, dont put guns on it, you'll lose.

As has been said, black ops are not front line battleships, if you try an take on a standard pvp BS, your gonna lose an lose alot of isk :).

My personal fav's are
1.Purifier (awesome solo SB)
2.Rapier (Recon tough little ship an they make some people nervous cos they seem to think you have a Cyno fitted :D)
3.Helios, (great for scanning an scouting, BAD!! pvp ship)

A recon _can_ take most mid/small ships. You won't always win, but you'll win a decent amount of the time.

An SB can be fit to take on BSes (or, at smallest, BCs) with a torp fit and good skills, or it can be fit with guns to take out other frigates.

So... yes. Covert ships as a group can take basically anything. You have to match the specific ship to your target very carefully, though. The difference between, say, a Curse, a Pilgrim, and a Lachesis is substantial and you'd send them after very different targets in 1v1.

Jump in a properly fit Rook and roam lowsec, you'll get some good solo fights. I've killed Myrms, Drakes, Etc.

No one has said it outright, but as you can derive from the other replies... it's possible to solo in a cloaky ship, the reason it isn't done more is that it's a difficult feat with alot of trickle, where you put yourself at risk while relying on your own ability to controlling both your opponent and eventual other threats in the environment. You do that in a 200m ship going up against what's usually 20m ships, and your ship has usually been designed with a void somewhere in it's stats (cloaky Recons have an under average damage output across the class for it's size).

Not that it can't be done, but it should be pretty obvious to anyone why these ships are more popular doing the same kind of approach in pair or small gangs, where they can complement each other and fill that void. Not solo, not honourable, but far more effective to mix a Recon with a Bomber for damage and so on.
