I have just got back in game after half a year's break and looking at my pvp options. I tried FW back when it came out and had fun not having to worry about my wallet so much, but still getting some pvp and not having to worry about losing all of my gear if I unsub for a while(in the case of an alliance getting rolled).
If it is still around, is it anywhere as active as it used to be a year ago? Is it being supported by CCP or was it just a one time development deal?

CCP wants it dead.
They haven't spent more then 3 hours of dev on fixing it since release.
There was a fanfest round-table which they didn't show up to, said they'd organise a make-up, then sat back and hoped it would go away.
