First, most of the complaints I have seen surrounding super carriers has been with fighter bombers.

Fighter bombers were originally intended to be a cap ship killing weapon. Instead, they are used much more frequently.

My suggestion:
Leave fighter bombers as is with one exception: fighter bombers can not return to a drone bay or be scooped into a cargo hold. Make them "one use".

I do expect to hear complaints from many SC pilots who use the FB for solo ratting, or the ones who think it will be too expensive. I agree that the deployment of FB will be expensive (and I think it should be).

Deploying fighter bombers should be a committed tactical decision, not a default action.

Actually... not bad.

Supers will still have fighters to show something to subcaps. They will still remain capital killing machines, which can easily incinerate hostile caps. But it will be unwise to use them for killing hundreds sov-structures in a row and for hotdropping the hostile gang with five supers per every hostile lolcarrier. And the dreads will regain their sov-structure killing machine role.

But maybe the FBs should receive some HP boost along with this to survive at least one bombing run.

Want to use your 'I spit upon your warp disruptors' and 'Behold the 9000 DPS' superpowers to quickly unleash your annihilation here and there? No problems, just take along a flock of jumpfreighters with FBs with you.

Remove the ability of super carriers to lock structures of any type, then you will need conventional capitals or sub caps to chew through stations/POS's/Infrastructure.

You'll still see supers on the field, but more as a protection for the dreads that will do the heavy hitting.
