It doesn't really matter where you get your HACs from, their value is always the same.
Building them or getting them via buy orders will certainly "safe" your money but you essentially traded or manufactured for them. You could as well trade or manufacture more profitable items (last time I checked T2 cruisers weren't that good) and get your "discount" by using your profits to buy the HACs.

PLEX and Trading depends on what you want to do, do you really need more money if you have 8B? At that point at least I wouldn't spend RL money for ISK. Trading can be very profitable, but it requires a good amount of research and some endurance in the 0.01 ISK game.
