I'm hoping to start exploration and I'm wonder what's a good fit for a Arby. I want to go into low sec so I need a cloak. I hear people saying I should speed tank but I'm not sure. So cab someone post a speed tank and a armour tank.

you can either offline the mods you don't need or add a cap recharger to it at a station or whatever. Learn the Cloak+Warp trick. You can also change out the rigs if you want, tanks 100dps mostly cap stable with the mods off. I use a Pilgrim version of this with the ocvert ops cloak sometimes:

[Arbitrator, Explo]
Medium Armor Repairer II
Energized Adaptive Nano Membrane II
Energized Adaptive Nano Membrane II
Capacitor Power Relay II

Y-T8 Overcharged Hydrocarbon I Microwarpdrive
Analyzer I
Codebreaker I
Large Capacitor Battery II

Improved Cloaking Device II
Sisters Core Probe Launcher, Sisters Core Scanner Probe I
Salvager I
Small Tractor Beam I

Medium Auxiliary Nano Pump I
Medium Nanobot Accelerator I
Medium Gravity Capacitor Upgrade I

Hammerhead II x5
Hobgoblin II x5
Vespa EC-600 x5
Warrior II x5

So is the tank cap stable also would it work in low sec?

The fit above is overtanked for low sec exploration - considering you do not want to run anomalies.

Just use 2x gravity rigs.

I would personally even drop the Salvager and Tractor beam(salvage and mag sites aren't worthy, imo) and fit 2 FMP for DPS, probably even went as fas as throwing in a Heatsink instead of cap relay and used just small repper.

EDIT:
'Speed tank' is what people refer to as keeping NPCs at range which should be no issue for you because all you need for that is a speed module - either Afterburner or MicroWarpDrive.

Some of the harder sites may be too much for an Arbirator, IMO, and the ability to warp cloaked is always a major plus.

I would recommend training up to a Pilgrim and using that instead. It's sturdier, warped cloaked and has more slots so you can handle some of the harder sites (Like the Blood Chemical Lab).

I do intend to eventually get a pilgrim but I want something to use until I can

I can run all low sec sites in Omen that performs very similar to Arbi and Pilgrim won't make you more efficient.

Whats the fit you use? Would appreciate it. Always thought Omen was rubbish. And what kind of sites are you talking, 4/10?

It is :)

For PVE it is just fine. For clarification, I have to say that I run sites in Bloodrider space and mostly Radar sites. I did not bump into higher DED plex than 4, I am just unlucky, wrong area or they are that rare(?). I am aware that there should be higher DED plexes spawning but...just my experience that is.

The fit:

5x FMP II

1x AB
1x Web
1x Codebreaker

1x DCU
1x SAR
1x Cap relay
2x HS

2x dmg rig

3x Hobs

If you want MWD, just swap Web for Cap recharger. Dunno if all sites were unlocked for MWD use so I just go with AB but MWD fit works too.

Thats because the omen is terrible. Horrendous, even. A laser thorax is better.

A lifetime ago I used an arbitrator to start my exploration career, mostly as a cheap testbed to learn the mechanics. A pilgrim is in many ways better, but there is no actual DPS difference between an arbitrator and a Pilgrim, so don't feel discouraged. The Pilgrim's advantages are mostly convenience (better tank, more utility, cloaked warp) than they are to making a difference in your income.

For an all-in-one exploration arbitrator, I would reccomend something along these lines:

[Arbitrator, Low SP Exploration]
Damage Control II
Armor Kinetic Hardener II
Armor Thermic Hardener II
Medium Armor Repairer II

10MN Afterburner II
Large Capacitor Battery II
Cap Recharger II
Codebreaker I

Improved Cloaking Device II
Salvager I
Core Probe Launcher I, Core Scanner Probe I
Medium Beam Laser II, Standard S

Medium Auxiliary Nano Pump I
Medium Auxiliary Nano Pump I
Medium Nanobot Accelerator I

Hammerhead II x5

Swap out the hardeners to your racial rat types. The fit isn't quite cap stable, but you don't need a permarunning setup anyways. If you did want more cap, you can obviously rerig for it. The trick to completing harder sites (like 4/10) is to use your range advantage with drones. Most rats really can't shoot that far, so simply stick your drones on the enemy and afterburner out far enough until you can tank the little damage that makes it to you. The drones can clean up quite fast while leaving you safe. The single gun allows you to grab full room agro easily, protecting your drones.

Your completion time comes down to your drone skills - there are much faster hulls to complete sites out there, but for a T1 cruiser, this is actually a pretty tough fit to beat.

Theoretically, it is possible for the Arbitrator to complete the Level 4 DED site (With the Blood Raider site in mind). The problem is that it'll be slow and if someone scans you down, you'll be in trouble.

Happened to me in my Pilgrim once. Epic story as the pirates tried to complete the site in Rifters with hilarious failure and then a Drake blew up the Inner Sanctum. I cloaked JUST before the pirates warped into the room I was in and uncloaked next to the sanctum and warped off with the goods.

That is why I use Omen, way better DPS and I can bail out without losing my drones. Also scanning in CovOps is so much faster.

Arbi should have no issue with DED 4 if you have decent skills and Pilgrim won't make it faster as both ships deal pretty much same DPS.

Bottom line about he Arbitrator is that it is versitle and can act as an all in one platform over the omen when it comes to scanning/running the sites. It is good to also have an astro frig/covert ops that is rigged and setup specifically for scanning. In lowsec you will run into cosmic signals that require a bonused ship to fully scan down.

Regarding the tractor/salvager, not all mag sites are crap. There is a trick to knowing which ones are good and which ones are bad. It should be fairly obvious to anyone with half a brain. From the good mag sites you can get T2 salvage, T2 rig BPC's, faction frig/cruiser spawns, and various other bells and whistle if you pay attention.

As a general rule I tend to leave behind things like Mechanical Parts and other bulk items. They take up space and don't sell for all that much. It is also a good idea to find a nice set of systems chained together for your activities. It will let you work out of a station and makes getting stuff out of lowsec easier. Also you get to learn the area, who likes to hang out in it, and who will be most likely to shoot you.

I seriously doubt the Omen has the tank and range to deal with the Blood Raider 4 DED Site...

Sure, it can chew through the Cruiser Rats but when it comes to attacking the missile/Web set-up, it's going to struggle.

Considering you can do DED 4 in a frig... AB reduce missile damage greatly and you still have your drones to damage distant targets.
