Good evening.

A great deal has been made recently of changes to the NEA being considered by it's Council.

As Chairman of the Council, appointed by Council President Tafren, I look after the NEA's procedures. A major overhaul of the NEA's purpose and structure has been made before the Council, and brought to a vote.

Since then, certain member(s) of that Council have attempted to raise voices against this proposal, inferring that it's author, Mr. Benjamin Shepherd, force a major change to the idea in an attempt to pacify said member(s). Gallente media outlets have apparently been enlisted in the pursuit of these changes.

As Chairman, I must question the aims of anyone seeking to put pressure on Mr. Shepherd in the attempt to change the proposals currently under vote by the Council. Such actions assume that Mr. Shepherd, who is the founder of the illustrious organisation, is also it's dictator.

This is not the case.

No one man, not President Tafren, not Vice-President Inhonores, nor even myself, is in any such position to subvert the will of the Council, much less lone elements among the Assembly. The NEA charter is one of democratic political action, and while I tend to prefer more Imperial styles of rule myself, that charter is binding, to me and any others who are apart of the Assembly.

If the current proposal before the Council passes, then it passes.

Pass OR fail, only after this is accomplished can changes to the proposal, OR a new proposal in it's entirety be made.

Indeed, Lord Graelyn has reminded us all within the Assembly Council about the importance of the democratic process. Unwittingly I put down the vote to appease a few protesters who claimed I was acting tyrannical and brash.

The vote will act as a hundred debates put together.

No, the Council cannot censor any viewpoint, but the President and Vice President may collectively agree to temporarily block unnecessarily aggressive behavior, such as threats of war or consistent personal attacks against a large majority of Assembly patrons. Every other rule is enforced by the Moderators.
