For bounty hunting to be a profession it needs to be sustainable and profitable (well somewhat).
The only way I see it working is if itís done through agents.
The agent would work like a normal combat agent giving you kill mission and then the odd bounty hunting mission where you have to hunt down and find a npc pirate with a nice bounty on his head. You could make these npc pirates have small contingents but harder to kill (maybe like sleepers).
The agents would also give access to the bounty boards where it list bounties on people. The agents would then also give a bonus to the amount on the head you collect. The higher the agent the higher the bonus.
The agents also work like a locator agent, but give you Intel such as ship flown, system most active in and a known associate. Then the higher the level agent the more Intel provided.
Lvl 1 agent gives you one of each.
Lvl 2 agent gives you two of each and so on.
