Some of those fits are very good. The "best" fit depends where you plan to solo and what you want to be able to engage.

The 1600 plate setup with mwd + web + scram and small guns is what I'd consider the best overall setup. The only weakness is a lack of long-point for belt tackle. Luckily, in a t1 cruiser, people are often more than happy to burn right into range. If you want you can squeeze on a neut without much trouble.

If you end up grouping with others, I would go with a shield fit instead of the standard plated setup.

Here's an example of a shield / gank setup with ~700 dps:

The fitting above can track and hit frigates, get back through a gate (in a bubble) one of your Fidelas Constans gate camps intact (although in low armor or hull). The whole thing costs less than 5 million to put together. If you swap out the ECM for a web, this is what, a week or less of training? I'd love to know your argument for fail - or is it simply that if you don't fit all T2 mods on a ship it's not worth flying?

The fact that you have two plates and an ab and a random jam. If you made it back through ANY gatecamp in that boat in one piece the folks camping it failed.

fun fact that boat goes 439ms with max skills and a t2 ab, 399 with a t1.

ps-That means that from the 15km jump in point to the 2.5 km jump out point you are going to be traveling for 28.47 seconds. Im not quite sure how you can say thats running away from any gatecamp, but good for you.
