The concept of a medium-long range jamming vessel is sound, but in the current implementation I feel that it alters the dynamics of small scale (2-5 ships, BC and lower) combat too much. A single Caldari Recon with reasonable skills can shut down and entire gang.

I propose to modify the Caldari Recon ship skill bonus to 25% increase to ECM Burst radius and 25% to all shield resistances per level. The Cruiser bonus would remain the same.

This would tweak the class roll for Caldari recons from weak, ranged single target jammers to close range area of effect tactical interference. It would demand a new situational awareness to avoid jamming allies (and neutrals in low sec). The ship would be morphed into a powerful solo vessel.

In keeping with Caldari philosophy, FoF missiles would be one strategic counter. The Blackbird and Scorpion would remain a medium range, single ship jammers, but the Recons would be hevially modified, special use vessels. This role makes more sense than their present must-have utility in small scale skirmish warfare.

You mention that they can "shut down an entire gang", but then you describe them as too weak?

TL;DR - No, they're fine as they are, get out of the "ecm = win" mentaility.

A shield resistance bonus (more so 25% per level) is ridiculous on a recon ship, especially a Caldari one. Range and Jamming are as much if not more of your tank than shields and armor. Of the recon classes, Caldari and Gallente benefit the most from working at ranges exceeding 50km. The role of the recon cruiser is to provide Ewar and Capacitor warfare on a a level that other ships cannot, not to sit as an unbreakable rock and wreak electronic havoc at will. Even in the cases of the other 3 recon types, the voodoo they put out is often dually effective as to hinder the target(s) and as a way to reduce or prevent incoming damage, in most cases it works by putting range control in the hands of the recon pilot. If you can't stand being further than 10km from your enemies, with a slight exception to Amarr variants, recons are not for you.

Recon ships are already capable solo vessels, though due to the indirect nature of their offensive capability can be sketchy to use. Their electronic bonuses come at the cost of direct offense and defense (HACs serve that purpose).

ECM is annoying as hell but the effects other recons have on a gang are just as crippling. A Rook or Falcon is not a an "I win" button like your post indicates, I've killed enough to know otherwise and i'm not even one of those "OMG JAMMER, KILL IT NAO!" people. If I'm honest, I prefer Curses and Huginns - I can rely on them to always work. A capped out, damped down, or out of range ship is just as useless as a jammed ship.

So, basically, you want it so if they're used in Empire, they get CONCORDed...
