There is a few ships that see little flying time. The Procurer is one of them.
And rightly so - it sucks. Badly.

On the commute to work - and a couple of days into Tyrannis - it struck me there may be a way to save it's existance in game. Make it a pre-Dust Dust ship!

Some loose thoughts:

* The Procurer can fit a "General planet scanner" (new item needs to be added to game)
It can scan for planet resources but is less precise than a command centre. You can increase precision by training Remote Sensing.
It can also scan for and locate ground troups (whenever they arrive) with accuracy related to altitude of ship. The lower the altitude,
the greater the precision and the greater the risk (as I assume Dust will have ground-to-air missiles)

Leading to the obvious fact that:
* The Procurer is capable of athmospheric flight
It can load and unload materials at colony structures
This means you can have somewhat more facilities (as you may lose long distance links/routes at increased risk (eventually) and cost. And can load products from the facilities onto the ship.

No other changes to the ship should be necessary (maybe a small adjustment of cargo?)

This will also mean you have to consider tank vs cargo of the thing before using it in a Dust scenario. It may possibly be necessary to nerf the ability to move troups with it (when/if Dust arrives).

The Procurer could give a bonus (+1) to trading skills like Day Trading, Procurement and Marketing, too.

Well since its T2 variant is best suited to mine Mercoxit I would think a similar, but not as valuable, feature would be in order. Not sure if the cheapest barge, and easiest to skill up for, should be used for planetary mining. Plus 15km range is quite small in relation to mining a planet from space, or low atmosphere mining. I think you are on the right track because yes, the Procurer does suck bad.

Maybe a better solution to save the procurer would be to keep the 1 turret slot but give bonus to range and/or mining yield and with a slightly larger cargohold. Trick would be to not make the Retriever useless.

You could also give it an ice bonus like a mackinaw, so it would be the poor-mans ice miner.

I know the mackinaw is based on the retriever hull, but the retriever does not need any help, the procurer does. And there is no rule saying the procurer cannot have an ice bonus.

How about give it a bonus to Salvaging. A 2x bonus to salvage and then you could drive around behind your buddies and salvage for them. As they do missions or belt rat.

No offense but that kind of takes away the point of a mining vessel, even though you could salvage the wrecks from NPC rats you kill at the belt. I estimate it would be a small challenge to tweak the procurer because it's not supposed to be as good or better than the retriever, is what I was trying to say at the end of my previous post.
