OK, so i was waiting to post this annoying question until Today, since i figured there would be a dev blog addrsesing this specifically, but alas here it goes:

A.) Does PI replenish like Asteroid belts?

B.) What happens when all 60,000 planets are eventually taken? Combat?

Anyone have any clue as to how these planets are taken or what happens when someone neglects their planet long enough?

Can new players a year down the road enjoy this as well?

Yes, but not like belts.

You can't "take" planet. Multiple CCs are allowed on one planet.

A.) Strictly speaking, planets do not replenish like belts. However, some similarities with belts exist.
Planets are like belts, and hotspots on them are like individual roids.

But there is pretty important difference - roids, and eventually whole belts may be deplenished to zero, and only then replenished. Planets deplenish only to some non-zero value (which may be too low for effective use in some cases probably, therefore effectively becoming zero).
B.)Because of A.) planets can't be "taken", so problem does not exist.

Very nice, all i needed to know.

I cannot help but notice that this leaves a very Neat little niche for Dust 514. I would just hire some combat mercs to take a planet and thus eliminate the competition...

:).
