This will run L4s but it's ridiculously expensive for the performance:

[Cerberus, L3 running]
Caldari Navy Ballistic Control System
Caldari Navy Ballistic Control System
Caldari Navy Ballistic Control System
Caldari Navy Ballistic Control System

Large Shield Extender II
Large Shield Extender II
Caldari Navy Photon Scattering Field
Caldari Navy Invulnerability Field
10MN Afterburner II

Heavy Missile Launcher II, Scourge Heavy Missile
Heavy Missile Launcher II, Scourge Heavy Missile
Heavy Missile Launcher II, Scourge Heavy Missile
Heavy Missile Launcher II, Scourge Heavy Missile
Heavy Missile Launcher II, Scourge Heavy Missile
[empty high slot]

Medium Warhead Rigor Catalyst I
Medium Warhead Flare Catalyst I

Swap the invuln for another EM if you feel you need it. Main tank is speed. Rigs are there for anti-frig defense as much as anything else given that the Cerb doesn't have drones. A better AB wouldn't hurt for L4s.

Not ideal but I guess it would work. Eats L3s for breakfast, of course....

i dont know for sure (have doen level 4's in a cerb but was a long time ago).

I would stay away from large extender fits (larger sig is not a good idea... you are small thats an asset). Fit for speed, keep insane ranges kill anything fast frist (frigs) then crusiers... as long as you dont get webbed your speed should keep you fairly safe with the range a cerb can project damage to. (should be far enough from frigs and cruiser that they cant hit you.. and small enough without extenders that bs's cant hit for much).

Its a similar principle to running level 4's in a crow (again have done it a few times but a long time ago)... keep it small and fast and kill anything that can web you quick or else cruisers can get into range of you and its cruisrs that will kill you...

Fair enough, though I still like having the buffer. For a pure range tank this looks viable:

[Cerberus, L4 range tank]
Ballistic Control System II
Ballistic Control System II
Ballistic Control System II
Ballistic Control System II

Phased Weapon Navigation Array Generation Extron
Sensor Booster II, Targeting Range
Photon Scattering Field II
Invulnerability Field II
10MN Afterburner II

Heavy Missile Launcher II, Caldari Navy Scourge Heavy Missile
Heavy Missile Launcher II, Caldari Navy Scourge Heavy Missile
Heavy Missile Launcher II, Caldari Navy Scourge Heavy Missile
Heavy Missile Launcher II, Caldari Navy Scourge Heavy Missile
Heavy Missile Launcher II, Caldari Navy Scourge Heavy Missile
[empty high slot]

Medium Warhead Rigor Catalyst I
Medium Warhead Flare Catalyst I

Painter to make damn sure those frigs go down fast. Oh, and without the LSEs you can downgrade to BCU IIs, shaving roughly 350 mil from the total cost of the setup.

This would probably do the trick. I used something similar when running lvl4's in my Cerberus in Caldari space (I used 2 Invulns)

Low
3x CN BCU
1x T2 PDU

Mid
1x T2 Med Shield Booster
1x T2 10MN AB
2x T2 Photon Scattering Fields
1x T2 Large Cap Battery

Hi
5x T2 HML

Rigs
1x T1 CCC

Sansha are EM/Therm damage and with a natural 80% therm resis you should focus on plugging that tiny EM hole.

Cap stable at 50% (depending on skills). If you fit a RF AB you can lose the CCC.

If you're on more of a budget, you can run with 2 T2 BCU's and 2 T2 PDU's and switch to a named Large Cap Battery.

Just remember to keep range, this thing will tank a fair bit of incoming damage, but doesn't have a big enough buffer for when it all goes wrong.

When/If you have the isk you can slowly 'faction' bits of it up (like CN BCU or Hardners)

The 'cheap' version (using above info) is:
Low
2xT2 BCU + 2xT2 PDU
Med
T2 SB, T2 AB, 2xT2 EM, Large Peroxide Cap Power Cell

[Cerberus, Poor Man's Tengu]
Ballistic Control System II
Ballistic Control System II
Ballistic Control System II
Capacitor Flux Coil II

Pithi B-Type Small Shield Booster
Pithi B-Type Small Shield Booster
Photon Scattering Field II
Photon Scattering Field II
Republic Fleet Target Painter

Heavy Missile Launcher II, Scourge Fury Heavy Missile
Heavy Missile Launcher II, Scourge Fury Heavy Missile
Heavy Missile Launcher II, Scourge Fury Heavy Missile
Heavy Missile Launcher II, Scourge Fury Heavy Missile
Heavy Missile Launcher II, Scourge Fury Heavy Missile
[empty high slot]

Medium Capacitor Control Circuit I
Medium Capacitor Control Circuit I

Carry regular Scourge in the hold to anti- scramble frigs. Feel free to swap painter for AB or boost amp and up/down grade modules as you see fit, but the faction boosters are a must.

Without the painter running is cap stable at 35% with level 5 capacitor skills.

Certainly not the optimal ship for the job, but if you must use a Cerb in level 4 vs Sansha this will work. S L O W L Y.

Hope this helps.

An AB-fit with the Pithi B-type small perma-running, or something to that effect, worked well for me for the few 'bonus' storyline missions I had to complete in low-sec.

The T2 10MN AB (actually, I may have used a faction AB) allows you to both speed-tank and to get up and away - WELL AWAY - from the mission's warp-in for pirates who will want to gank you. I actually had at least one guy warp to my mission to gank me, but the distance between him and I was so great that there was no way he had any time to get near me before I pulled my drones and warped to a station. I did this as often as necessary (staying logged in to not allow them to guess when I was back at it - and, as always, scanning the area for combat probes - but I must have missed the set for that one guy).

I only had to use one of the named small shield repairers, plus appropriate resistances and power diag's in the lows.

WTB Cerb with a drone bay Very Happy

As has been said Keep your sig below 150. twin small gist or pith work well.
