My concept takes pieces from others and tries to make them work. It would involved the 4 different empires and being able to hunt bounty holders across hisec.

The proposal
* The method od issuing bounties remains the same (bounty office -> place bounty)

* To place a bounty the player recieving has to be under -1 sec status (dont know what it is atm)

* Other players can buy a "badge" to hunt the bounty holders in high sec. but there are limitations on this:
- to buy a badge you must have above +4 standings to the empire you wish to buy the badge in. So in Amarr space you would have to be over +4 to them. It does not matter what your standings for Caldari, Gallente or Minmatar are.
- If you drop below +4 standings your badge is automatically rescinded.
- Your badge only works in the Empire which you bought it, nowhere else (RP could be weaved in here somehow I suppose).
- To buy a badge it costs an arbitrary amount of isk per year or month (100m, 50m etc. Not decided on this point).
- You can only commit a certain amount of CONCORD infractions per month, say 4 or 5. This point is flexible, it resets each month.

* If your standings allow you to enter other empires you don’t lose your badge, it just becomes ineffective. It is possible (if standings permit) to own a badge in more than one empire.

* The badge icon is displayed on the holder’s portrait and over their ship (much like the bounty holder is identified).

* A badge holder can make other players his “deputies”. A deputy must have +2 - +2.5 standings to the faction and if he goes below +2 the deputy badge is rescinded automatically. The cost of being a deputy is about a 1/3 of a badge holder, payable to the bounty office.

* If a badge holder elects deputies then he must select a “home base” for them to operate out of. The deputies can only attack bounty holders within 2 jumps of the home base. It doesn’t matter if the badge holder is online or not. Also, if a badger holder is online, the deputy can operate in the same system as the badger holder regardless of whether they are near the home base or not (1 jump range from badge holder – allowing for ambushes).

* If a deputy strays outside the range from home base or too far from the badge holder his rights are suspended not rescinded. The rights return AS SOON AS he re-enters the allotted area.

* A person with a bounty cannot fire on a badge holder unless the badge holder aggresses first (hisec only). 3rd party remote reppers or cap transfers will be flashy red whichever party they are working for.

* Bystanders are not permitted to join. If any of them suicide to get a cut of the bounty they get CONCORDED and receive none of the bounty. Only official badge holders and deputies receive the bounty and it is divided up with 50% going to badger holder and the rest divided between deputies (no tax is deducted – corporate or otherwise).

* The badge does not give you special powers with CONCORD, if you use smartbombs to kill the pod and hit other ships/gates/whatever you will be CONCORDed and if you hit more than your monthly allotment then your badge will be rescinded (no refund and you cant get one for another 1 month/3 months/6 months – haven’t decided).

* Lowsec mechanics apply in lowsec, not additional CONCORD protection is offered. In 0.0 none of the above mechanics offer you any advantage.

yeah, thats not a bad idea, anything is better than what we currently have.

i like the concept of tying the deputies to the actual bounty hunter.

also, it would be good for the bounty hunters to be immune to aggression timers if fighting bounty-holders

i.e. they can instantly jump through gates (not insta dock and undock though, for obvious reasons). It would be an advantage for working on the right side of the law. It would allow the pilot to extricate himself from situations or ambush easier.

thats a good one, giving the bounty hunters a useful advantage

but it must only work when aggressing a bounty holder, any other aggression and it doesnt work

oh i totally agree, the no-agression advantage should only work if they are agressed to a bounty holder.

but what if they are aggressed to a bounty holder and one or more other people?

would it not work?

also, can the bounty holders' corpmates help? i would say no, the bounty holder should be alone in the fight (remote repping aside of course)

I can't wait to set bounties on people randomly that are below -1 security status, then blow them up with immunity using my "Deputy" alt! It's like pirating in high sec without any risk!

What exactly is the problem with bounties that your proposed system is fixing? I can't say whether it works or not without knowing how you define the problem. Your system doesn't solve bounty fraud, if that is what you are trying to do.

I tried to put a bounty on someone with a positive sec status, but wasn't allowed.
