My guess is one of the following:
* you were criminally flagged in lowsec and were trying to jump to highsec, where CONCORD would promptly dispatch you, or
* you were criminally flagged and made it back to a highsec station (possibly involving being CONCORDed and/or podded) and were trying to undock while still flagged.
Just a guess; I'm not familiar with that warning.

Looking at your alliance you probably have a few wardecs going atm. If you agressed a war target and still have a timer from it you get that warning upon clicking undock. That is my experience today from getting that message in RvB. It may apply to just general aggression timers aswell. Anyone confirm/deny?

It applies to any aggression timer, from anyone. This includes wardecs, canflipping, ninja-looting, etc. It gets annoying after awhile. Also, check out this thread: |

What in gods name is this all about?
It's a new brand of ******ation that CCP's put into the game. When you have an aggression count down towards another player in empire space, it will display that message. And as a special coating of stupidity, it's apparently (From what I've heard) doing it once for every character in local that you have aggression towards. |
