this is what ccp is claiming to do, could someone actually explain this term?

As I understand it...

There were ~40,000 people on TQ before the reboot. If they all tried to log on at once, things would go bad very quickly... so they slow down the rate at which people can log on (by putting people in a login queue).

Essentially what throttling is - is exactly that, to throttle or place restrictions on how many players are logging in simultaneously.

E.g only 500 people can login per minute etc, Otherwise it places you in a queue.

Because the login server verifies your account information after asking the database if it's okay, Then it passes the information to a character server (Which permits you to choose your character and gives you your information at that screen after asking the char database)

Then from the character server it passes you onto your local 'zone' server, which loads all your solar systems in a specific (predefined area)

too many people hitting one bottleneck at a time = bad.
So the login server limits how fast (how many) people flood in
