1) If you get your ship blown up by concord- You should NEVER get an insurance payout,
if you have no ship you get the crappy velator. Insurance companies dont pay for criminal acts. Thats realism.

2) If youre an outlaw-youre an outlaw you dont get to run away after your ship is destroyed

If youre an outlaw(-10) in a highsec zone and you just podded someone, concord should pod you, not just destroy
your ship. Destroying an outlaws ship and letting them run away is "carebear". If you want realism, then
accept the idea that outlaws who kill people in lifeboats usually have short careers. Concord letting
pirates off easy is "carebear for pirates".

3) Outlaws should be wanted dead or alive- Saying only the person killed has kill rights is carebear. The guys who dont or cant
pvp should be able to transfer or even sell kill rights. If outlaws have killed so many people they have to worry who
owns their killrights, THAT is not carebear that is deterrence.

4) Kill rights should not expire until the killer is killed.

i like my ideas better.
1. If your in a ship, and it uses mining lasers, the nearest ship should blow you up.
2. If your mining ship got blown up because you didnt bother fitting a tank- everyone points and laughs.

nice set of feasible ideas, especially on number 1. Its rather logical and very implementable. Signed.

And the part of kill rights not expiring is correct too. Too many people rotate accounts to avoid getting hit bad by that clause. Which is a clear exploitation of the system/

Personally, I applaud suicide ganks on hulks, as the hulks werent meant to be doign this, they wanted more from life.

Insurance not paying out for concorded ships....

Im sure that a small gang of t1 gank destroyers getting a 100mil+ hulk kill (up to a bil if T2 cargo rigs fitted Very Happy) in hisec will be mortified to find out that the whole one million isk they spent on their ships isn't covered.

This change will stop the problem instantly.

No...

EVE takes place in a time and galaxy where megacorporations run everything. Pend Insurance is one such corporation. Pend Insurance doesn't give a damn how a ship is destroyed or by whom. Pend Insurance isn't connected to or affiliated with the CONCORD Assembly in any way, shape or form. Pend Insurance pays out on insurance claims involving ships that have been destroyed, according to the level of insurance purchased for those ships including the default payout if no such insurance purchase was made - the reasons for this free, default payout are numerous, but possibly the best reason is that a little easily-affordable kindness goes a long way toward advertising and drawing in new customers.

That's 'realism' in the context of EVE-Online's setting.

e: Also, I don't think you 'get' outlaws. Outlaws don't care about 'kill rights'. Outlaws are able to be attacked anywhere, any time, by anyone - that's part of being an 'outlaw'. What's more, the people who think 'kill rights' matter to outlaws are generally people the outlaws have no reason to be afraid of or even remotely concerned about to begin with - i.e.: people like the OP.

Fine by me, for no insurance however, concord has to be un-buffed back to it's slower responce time.

Cool. This was one of the suggestions last time carebears were getting hysterical about suicide ganking. It's not going to happen because too many noob pilots commit mistakes and end up getting Concorded. CCP instead opted to buff Concord and increase response times. Regardless, for the average suicide ganker the limiting factor is not cost but sec status. One can generally get away with 2-3 ganks per security level of system. Then it requires a good amount of grinding in 0.0 to be able to re-enter that system.

Very rarely will suicide ganks result in poddings, unless one is going crazy with smartbombs, due to either sec concerns or being exploded as one is locking up the pod.

You know you can shoot outlaws anywhere any time? If you have killrights on a player who is able to enter hisec then follow him for a while on an alt or whatever, see if he ever flies any non combat ships. People have lost all sorts of expensive vessels right up to jump freighters because they were parading about in hisec afk with killrights on them. Transferable killrights are cool and everything but the system is potentially open to exploitation much like maneuvering next to someone then having an application to the corp that is at war with said person accepted is now an exploit. Man up, don't let the bullies kick sand in your face and get your own revenge.

If you are that desperate to kill someone and can't do it in 30 days then you fail quite frankly.

TL;DR

Carebears are currently getting hysterical about suicide ganking again due to some recent high profile ganks being publicised and some vocal members of the community getting their internets spaceships blown up.

If you don't want to get ganked:

-Transport valuable cargo in an approapriate ship type with approapriate fittings.

-Don't use autopilot.

-Mine in hisec at least 2-3 jumps out from 'lowsec pirate hotspots'

-Set any pirate corps operating in the area to red so you know if a large number hop into local to deprive you of your virginity and your hulk.

-AFK = Automatically F***ing Dead

Really gents, it's not rocket science.

1: Agree, but its not the pirate's fault this isnt implemented, its the same ******ed people that sits afk and mine all night or haul billions worth of stuff afk in a tech 1 hauler, as they still with the warning popup manages to get concorded. How they do it is simply beoynd my comprehension!

2: Unless pirates auto pods you in low sec when your ship dies, just no... You already have sentry guns, faction npcs, concord and 23/7 killrights on all pirates, why dont you smartbomb at the gates the pirates return their pos at? I have actually seen that.. You can do it without getting concorded, we cant, so stop crying...

3: This just shows you got no clue... Pirates can be attacked anytime anywhere, most people are just too stupid to do something about it. A hint for you would be to fly something other than a hulk and maybe use EFT to make some fits. Maybe if you spend a couple of hundred hours you will find a competitive fit.

Also, as I have stated, the numerous newbies that accidentally shoot buddies while learning this game. My best friend did it and I warned him what would happen. He was still learning the overview/targeting and got concorded.

"Hey CCP, I'm new and I just shot my friend while missioning by accident and I got blowed up by your cops.. why didn't my insurance thing work?"

"Oh sorry new guy, the afk miners whined about it and so you're not getting insurance now."

"but... they have millions, I'm brand new and all my money was in that ship!"

yeah... right. CCP will never take insurance payouts away from criminal acts.
