In most lvl 5 missions there is heavy energy neutralizing present. So the active tanks usually fail on those missions. The reason for requesting a shield tanked domi can because of two things

1-There is a scimitar or basilisk on the gang.(In this case put lots of hardeners and let logistics do the shield boosting for you)
2-You are requested to put a full passive type tank.(you are probably much better off with an ishtar in that case)

For the second case you can go with something like this. But I don't know if the tank will be enough.
