blankseplocked Mission refused dialog?

I was looking through my journal while flying to a destination when I got an Eve-mail from Annve Heroden saying she was displeased with my indecisiveness - when in fact I had thought that I had refused it by not making 30m3 of homeless people someone else's problem. I looked at the next mission on my list and that was to hunt down a smuggler when I thought "Isn't there a way to simply talk to them to refuse the mission?"

Besides wanting to take the homeless people to some place where they were needed for job-training and employment with an upward career path towards becoming business moguls or entrepreneurs or inventors or health practitioners I wanted a way to tell that agent "No - not interested - I'm talking to you and want to refuse, not go all the way to your office to have you offer me a contract that I'm going to refuse anyway."

Isn't that a bit more logical than having to go to their office while you're flying around doing missions anyway?

if it is a storyline missin then it is better to go and do it anyway - you get faction standings that way

Yeah, some of those storyline missions are screwy.

I fly a tier 3 battleship...does the Caldari Navy REALLY need a Rokh battleship to transport some ore or empty cargo containers to a station one jump away?? I mean, seriously. Its almost like they are just doing it to mess with me.

The fact that I get faction boosts from that (but not from killing rats or doing missions...things that actually benefit the empire far more substantially) is equally bizarre.
