I was reading about the rigging skill and it said x% amount of draw back per lvl. Then I look at an armor rig and its says Draw back -40, yet I see nothing explaining what the "draw back" is. Could some one please enlighten me?

You generally have to read the description for the info on it. For instance some armor rigs will reduce your top speed by X%. As you train up your skills that percent drawback will be smaller.

The drawbacks? Way too much, in general.

It depends on the type of the rig, though. The description will inform you appropriately.

The drawback is also consistant for a given rig class: ie all Armour Rigs are fitted "at the expense of max velocity."

If a rig class does not have a skill specific to that class (ie Energy Grid Rigs) then there is no drawback.
