So, I actually have 2 related questions:

1) When a target painter is utilized against an opponent, is the opponent's sig radius increased only for the person using the TP, or for everyone?

2) Is there any other way to increase an opponent's sig radius (or perform a similar effect)?

1) Whole gang (well, to anyone on grid; his own side will also lock him faster, should they be wanting remote reps etc).

2) Not that I'm aware. Well, unless they activate a MWD.

1. It increases it for everyone

2. There is no other way for one person to increase another person's sig radius, however, certain modules, such as shield extenders, microwarp drives, and shield rigs, increase their sig radius to fit them (or in the case of MWD, when the module is active).

I have a target painter question as well. I use sentries and large hybrids alot, am I better off using a target painter, or mods that increase my tracking?

Depends on the surroundings but generally local tracking is better simply because target painters have a cycle time wheras tracking computers and links are unaffected of this. However since you have both - you will lose one slot if you don't go TP's so it's fitting dependant aswell

Actually even foes and friends offgrid are affected. He gets a larger signature and will therefore be easier to probe down.

Which brings me to an interesting yet unrelated question. If I recall dreads got a sensor strength bonus while in siege a few patches ago. A rather massive one. Does that mean it'd be a considerably good idea to siege a dread in a safe if you know you won't be able to get out in 10 minutes and they are going to probe?
