But seriously... take some time and scout out some belts ^^
There aren't a LOT of full belts in hi-sec, but there are definitely ones to be found, just look away from stationed systems, and away from trade hubs and other high population areas.
If you go 2-3 systems from a station (assuming none of the between systems has a station) you should find some good belts. But then you have the logistical problem of hauling :)
0.0 is much better anyways :P

If you have the skills, explore for gravimetric sites.
Or you could mine mission fields. If you accept a mission (encounter/combat that sort of mission), then head out to the mission site and find asteroids, you have several options. You can Complete the mission, and hold off on turning it in. You'll lose the time bonus, but the rocks will remain there until downtime. In the alternative, you can hold off on completing the mission (easiest where you can kill all the enemies in a room and then just not go through an acceleration gate) and start mining without clearing the mission at all. If you do this, the asteroids will regenerate after downtime, but so will the baddies.
If you just want to find normal belts, your best bet is to scout some good belts right after downtime, before people have gotten to them. That'll give you a better idea of the general size and composition of a belt. There are some really great ones out there, all over high sec.
