Just as in you occasionally get a dark blood or shadow serp in a high sec belt so you should get the occasional battleship and warp scrambling frigats in high sec belts too to increase the risk to the high sec inhabitants.

Maybe occasionally in low sec too with the same chance of them appearing. No reason why the occasional guristas battleship cannot slip past the empire defences?

No, unless they significantly improve the barges defences. If a battle ship spawns in a belt then a group of miners would not have a chance to survive due to several issues

1) The NPC's can kill the barges form outside the barges range.

2) The time 5 meduim drones would take to kill a battleship will give more then sufficent time for the battleship to kill a tech1 barge.

The only way to make sure that a barge would be able to survive would be to go with a 0.0 or low sec faction fitted hulk.

Why do you want to increase the risk of high sec? Part of the reason of high sec is that is relatively safe.

thats when tanking normally comes into play...

tanker warps into said belt...starts tanking a spawn and income the barges...

while 2-3 bs orbit said tanker. along comes mr griever ( hi sec ya know ) aand kills the bs's leaving the cruiser or frigates behind... 15 mins later the bs re appear and if youre lucky they re agro the tanker. but usually they dont they lock the barges. anyways no one in empire is going to let bs sit around doing nothing lol I sure as hell would not.

bs spawns might be a bit too much but triple officer bc spawns in highly frequented belts might be doable, warp scrambling is an absolute no go however, as it would be a deathtrap for noobs....
