As the title says. I am looking for a minmatar char with anywhere between 40 and 60 million skill points.
Must Have Attributes:
*Hacs, Recons, assault ships at 4+
*Command ships 5
*T2 drones
*bs 5
*Little/no wasted sp
*nearly maxed learning skills
*t2 large artys n autos
*well ballanced attributes
