I had an idea while playing Frontline, Fuel of War.

In this game there is an EMP weopon which neatralises vehicles for a few seconds. I know EVE already has an ECM Burst, but what about an EMP burst where all ships modules (except passive ones) are disabled for a few secs...?

Perhaps only the modules which were being overloaded at the time of the blast would be affected...?

Whilst strictly different, the existing Void bomb used in sufficient quantities would have a disabling effect due to the lack of capacitor.

I think the key words there are 'used in sufficient quantities' - any single module that completely shuts down an enemy ship is going to cause balance problems. A number of players using a module with a certain amount of risk (like bombs and stealth bombers) on the other hand might be workable.

As everyone mentioned already:

1) Voidbomb: kills good amount of capacitor

2) Lockbreaker bomb: gives an ecm jam burst
