I would probably find it a downside. It's good to have an accessible browser ingame, but I wouldn't want to have to keep one open constantly.

4. I tend to have 4-5 windows minimized anyways, another one cant hurt , as long as its not getting in the way

I wouldn't mind as long as it didn't affect gameplay (framerate/lag.

It would honestly matter on the amount. For cash strapped new folk that could be a problem but for those that have been in the game for a long time if the price was resonable I could see it being useful.

Every few sessions of EVE I use it to bring up relevant information (Stats, etc).

If it was a handy application, no. Leaving it minimized isn't a bother.

I don't mind leaving the IGB open for long periods, as I do the same with my regular browser.
