i consider (real) issues to be petitions in regards to game balance changes, (bug)fixes - or feature requests that are tightly bound to a defect/inbalance/bug/exploit

You're aware of how fuzzy that line is, right? Where would you place, say, my forum fixing thread? Or the POS graphics thread? Or IZ's UI fixing thread? All three of these request new code and new features, but they're all requested for the purpose of fixing what are seen by their authors as massive holes in existing functionality. I have no idea which side of the line any of them would be on. Also, I like the fact that everything is in one place, and that I don't have to search far to keep abreast of all the topics at hand.

If your concern is clutter, I imagine that will improve dramatically once the CSM starts having real meetings and knocking issues off the list. When the 10 biggest threads all go away, the front page of Assembly Hall should get a lot less crowded.

this.

requests that are for the purpose of fixing what are seen (off course by their authors) as holes in existing functionality.

in other words, topics like "planetary interaction / flight" and such, should be posted in said sub forum since they have no connection to current defects/problems within the game.

Supported.

It indeed is a bit annoying if the posts/issues concerning more general game mechanics become buried under yet another "I need 5 more PG on this ship" and "Why does the XYZ have 4 more DPS than the ZYX. Balance!" posts. I don't think it's the CSM's job to look into balancing out individual ships. If it were, they'd prolly have no time for anything else.
