Surely the one ship designed for mining ice should be able to fit 2 x t2 ice harvester upgrades and still have some room to fill the rest of its slots?

It needs looking at as it makes no sence!

*trained his mining upgrades and electronics to V thinking that he could fit 2 then*

This absolutely makes no sense at all.

No. Ice mining needs a nerf, not a boost. From my experience, ice mining seems to either be done in a mandatory corp op, where a dedicated support fleet keeps miners safe, or in afk empire ice mining. Nobody mines ice in 0.0 for profit, when all the other ores make a far better isk/hour ratio, and the only reason the mack needs a better tank is to aid in solo mining.

Any boost to the mackinaw would thus not benefit 0.0 logistics as much as it would continue to benefit empire ice macroers by protecting them from suicide bombers.

I fail to see the need to aid these people any more than they're being aided already. They already have an unlimited supply of ore to mine day in and day out without ever having to leave a belt, unlike roid miners who have to hop belts/roids/systems as they deplete they pop more and more rocks. As more and more people figure out how lucrative a pasttime this is, more and more will continue training up and purchasing miners for ridiculous prices, even as the price of ice products continue to fall.
Just look at the character bazaar right now. A "hulk" character with 5-6m skillpoints is selling for upwards of 2 billion right now, though its hard to tell that without selling one because they all seem to go to buyout offers within 24 hours of being posted. Comparitively, thats the price that a corpmate of mine paid for a 25m sp character in November.

Yes this lowers the cost of POS fuel, which is a good thing. However it does so by giving players who cheat to gain an unfair advantage free reign to spend their ill begotten isk.

fakeedit: also what the hell is so inherently wrong with a tradeoff between tank and mining efficiency? Everybody else has to choose between tank and gank, why can't ice miners have a similar tradeoff?
