More abundant choice in mission areas would be nice. But immerse yourself in the setting of Eve, and realize what agents represent. They're a contact, who happens to work for a particular organization, and has established ties in the local area. He knows people, who know people... and he hears about ore to mine, people to kill, and items to get delivered.
Every single organization can't have a person to man each station out there. I've no idea how many individual stations there are, but I'm pretty sure it's a lot (of a lot, of a lot).
There are still a fair number of agents out there. Try switching the Division you are looking for. Sure, Command missions are a lot of killing, but so are Internal Security, Security, Surveillance... and those agents may be out away from the clusters of Runners(and their counterparts, the sad and pathetic Pirates
