I do not know what level of agent you're looking for, but in isendeldik and lustrevik there a decent number of lvl 1 Minnie kill mission agents--they're a good way to start building your standing. You can fairly easily run about 5 missions simultaneously in those two systems.

Why people feel they must play in hubs I dont know. Do people not feel safe without someone nearby ?

Convenience. you have only to mission in Amarr space and have to make a 9 hop jump for ammo once before you figure out why mission hubs are a good place to live.

One stop shopping for buying and selling of goods. I'll let industrialists get their extra 20-100% if it means I don't waste valuable game time flying around the universe.

That said, L4 hubs in minnie space are Gulf/Gelf and Emo.

Can't go wrong using, really. Can search by level, quality, location, region, faction, corp. It's really an awesome tool, I highly recommend it.

Why people feel they must play in hubs I dont know

Because they want to use the best agents and they know that there will be hubs around the best agents.

Blame CCP for intentionally making some hi sec agents better than other hi sec agents, and some low sec agents better than other low sec agents, and for creating clusters of them.

Tips for finding "kill" mission hubs:
* open map
* go to "colour stars by..."
* select "NPCs destroyed in the last..."
* head for area that looks "most blobbish" in your target region

Republic Security Services has a L4 Q18 Intelligence agent @ Ylandoki V, Moon 10 (Lonetrek)

You might try using an agent locator tool like:
