4x the lag can be dealt with by making the info transfer more efficient. Making the code structure a little leaner can result in great load reduction and improved playability.
games like mankind allow huge numbers of players with thousands of ships each to be playable because the ships are limited to type, not design. a ship can only have one fitting and there are a limited number of different ships.
ccp could make it that eve has certain ship types for fleet battles (or faction battles) which have fixed fittings, slow fire rates, poor graphics, limited interaction other than firing a weapon/ewar etc and allowing movement control and the server would allow massive amounts of ships within one section of space.
eg the role of the ship could be its fixed purpose for the sake of fleet battles. fixed damage, damage types, functions like ecm, stealth etc. skills would have to have no impact. this would of course not be eve in any way, because it would then present a level playing field with only the players own skill winning or losing battles.. not eve at all.
the way it stands, the way eve is, there is no amount of current or even near future hardware that will make fleet battles feasible. it has just been made more impossible with the latest patch, so we shouldnt have any doubt about the direction ccp are heading.
