I've managed to get two war dec votes through to the sanctionable actions stage. However, one was a mistake, the other deemed no longer necessary. In both cases the only choice appears to be to click "apply". Is there any way to delete these without clicking "apply" then immediaely retracting the wars and costing me some isk in the process?

Yeah, that's for wars that I've started. These two wars have yet to be applied, they are in the sanctionable actions tab still and not active. So far I've not seen any other choice than "Apply", which would make them active and cost me isk - at which point I could retract them of course. Was wondering if there was a way to delete them before I make them active.

Just ignore them.

Passed votes just sit their collecting dust seemingly forever. Never found a way yet to get rid of them.

After about two weeks, they are no longer sanctionable anyway.

Thanks. I'll try that. Just didn't want them interfering with future war decs or adding to the cost.
