Your "tank" is your ability to absorb damage. This can be by being so fast you don't get hit by turrets and missiles get massive damage reduction (speed tank), by repairing the damage you take, or having a whole lot of hit points for the enemy to tear through.

Or, in the shieldtanking sense, have enough shield HP and low enough recharge so that your shield basically regenerates faster than your enemy can damage you.

When people say "you've got a great tank" this means your ship will be difficult to kill because you have good resistances and/or a lot of hit points. When they say "come, you'll be our tank" they mean you'll be absorbing damage for the group. When they say "fit for gank, not tank" they mean you should fit your ship for maximum damage instead of a lot of hit points and high resistances. Because ships have limited grid, cpu, and slots you cannot fit best tank you can possibly have and maximize your dps at the same time (there situations in which you'd pick one over another).

The picture in my mind is of a literal water tank (not an armored battle tank), only the tank is full of "hit points" rather than water. Your enemy kills you when he empties your tank of hit points. A "good tank" is a large tank that takes a long time to empty, or one that is hard to empty, or one with a strong stream of fresh water/hit points that fills it up as fast as your opponent can empty it.

Water tank:
Large; lots of water
Hard to empty
Good intake of fresh water

EVE-online tank:
Large; many hit points
Resists damage
Good (quick and sustainable) repair of hit points (through an active combination of lots of capacity and shield/armor repair, or passive regeneration of hit points).

Three primary ways to tank, depends on the type of ship your flying, There are however very unorthodox ways with some ships that seem to be in favour at the moment.

Repair (this can be done by gang mates with suitable mods)

If you are called primary in fleet ops tank means nothing.Crying or Very sad

The best tank of all is to run away.Very Happy
