Oh my god! That's a bit steep isn't it? The BS 5 I can understand to keep in line with other T2 ships, but jump drive cal 4, and cloaking 5? I think that needs lowered to just jump drive op 4 and instead of cloaking, the prereq should be recon ships to 4.
Please don't saddle us with another long training skill that has NO benefit other than being a requirement for another one. If cloaking 5 is going to be required, rework it somehow so training it is useful in its own right.

All except cloaking 5 but all those jumpdrive skills is what anyone that flys a dread/carrier/mothership should already have. |

Theorically you want all your skills trained to level V anyways.
Take it this way, more requirement mean less pilots will fly them and not as soon, so if you train right away and get a ship while they are still overpriced, you can be 'special' for a bit longer then if the skills were easy.
And Cloaking V does give benefits by itself, read the skill description.
