Race: Whatever the hell you like the look of. I believe that, unless you are planning to train a great deal of Leadership skills (Command ships and gang bonus modules) Achura is the best in terms of stats.

For ships at the moment you're looking at Gallente or Minmatar for the best PvP ability. But that may change, so again I suggest going for what you like, rather than what's really good at the moment.

The starting specialisation you choose doesn't really matter at all, but it's a safe bet to go for either the military soldier or special forces options at character creation. You'll be training all those skills eventually anyway so it makes no difference in what you choose.

The race really doesn't matter. Just make sure that int, perception, willpower, and memory are relatively balanced. Charisma can be fairly low.

I wouldn't recommend crosstraining 2 characters on 1 account. If you're old character has bad attributes abandon your old character entirely. Other then that you can do both things on 1 character, and a whole lot more efficiently too.

Even Charisma should not be ignored. Yes it once was the useless attribute but not so much anymore. Certainly if you plan to do Agent missions most skills related to that need Charisma. And even some PvP stuff needs it. In particular Leadership skills. If you want to train up to Fleet Commander and have awful Charisma attributes it will be a very long training time. And of course if you want to train up Corporation skills (e.g. run your own corp) Charisma comes in handy again.

While most still leave Charisma somewhat lower than the other attributes bottom line is it should still be somewhat ok these days. I have a mate who has a base Charisma of 3 and he regrets it.
