What devices or skills can you use to add to your ship's base powergrid. I already know engineering does, but is there anything else?

Engineering is the only skill. Advanced Weapon Upgrades will reduce the powergrid use of your weapons. Equipping a Micro Auxilliary Power Core will add a flat +10 to your base, Reactor Control Units add 10%, and a Power Diagnostic System adds 5%.

Are there any base drawbacks when equipping those things? Like cap or shield hits?

nope RCUs just increase PG and take a low slot "as well as using some CPU"

PDUs are actually great, and practically nessissary for any good shield tanker. They only give a 5% bonus "compared to the 10% RCUs give". The thing is they give a bonus to capicitor max, shield max, cap recharge time, AND shield recharge time. GREAT modules.

MAPC's are only really used on Frigs to fit oversized shields or fun extras.

On bigger ships that +10grid isn't going to do much for you.
