The insurance payout of a ship is the same on all regions? How is the payout calculated? How can I know the payout of a ship (given I don't have that ship)?

Insurance is based on the hull's base price (which can be found here) and then reduced based on whatever percentage insurance-level you opted to buy.

Those levels being:
Name: Cost - Payout
Basic: 5 - 50
Standard: 10 - 60
Bronze: 15 - 70
Silver: 20 - 80
Gold: 25 - 90
Platinum: 30 - 100
